Background

The Western Contra Costa County Transit (WCCTA) was established in August 1977 as a Joint Exercise of Powers Agreement between the County of Contra Costa and the cities of Hercules and Pinole.  The agency was created with the purpose of owning, operating and administering a public transportation system serving the area between the Richmond/El Sobrante border to the west and the Al Zampa Memorial bridge to the east.  WCCTA is governed by a 7-member Board of Directors and supported by professional staff.  The two cities of Pinole and Hercules are each represented by two members, while the unincorporated communities of Crockett, Rodeo, and MonTaraBay each have one representative, appointed by the Contra Costa Board of Supervisors.


Service Area

The WCCTA service area comprises just over 20 square miles of West Contra Costa County, including the cities of Pinole and Hercules and the unincorporated areas of Montalvin Manor, Bayview, Tara Hills, Rodeo, Crockett, and Port Costa.  The area is bounded to the north by the Carquinez Strait, the city limits of Pinole and Hercules to the east, the Richmond city border to the south, and by San Pablo Bay to the west.  In addition, WestCAT operates regional service between Martinez and El Cerrito del Norte BART station, transbay service between the Hercules Transit Center and the San Francisco Transbay Terminal, and regional service between the Hercules Transit Center and Contra Costa College.  Currently, population in the WCCTA service area is approximately 62,000 inhabitants.  


Route Structure

The WCCTA area is served primarily by WCCTA local fixed route and Dial-A-Ride service.  Connections to BART are made at El Cerrito del Norte station where there is a hub of regional connections for WCCTA area residents.  WCCTA Route JX provides residents in the service area a direct commute hour service to BART from the Hercules Transit Center, and Route JPX travels between the Hercules Transit Center and El Cerrito del Norte BART, stopping on Pinole Valley Road & Henry Avenue for connections with the local fixed Route 16.   During non-commute, patrons can travel to BART on the regular Route J, which runs along San Pablo Avenue stopping at the Richmond Parkway Transit Center and at Hilltop Mall. The Martinez Link Route 30Z operates between El Cerrito del Norte BART station and Martinez.  It makes stops at the at the Veterans Hospital,  Amtrak Station,  County Hospital, and the downtown court buildings in Martinez. Currently, senior and disabled individuals throughout the WestCAT service area may use Dial-A-Ride for curb-to-curb transportation within the service area boundaries.  Dial-A-Ride service to the general public is limited to residents of Crockett, Rodeo, and Port Costa during weekdays and it is open to all of the residents throughout the WCCTA service area on Saturdays only.   Registration and reservations are required for this service.
