- About WestCAT
The Western Contra Costa County Transit (WCCTA) was established in August 1977 as a Joint Exercise of Powers Agreement between the County of Contra Costa and the cities of Hercules and Pinole. The agency was created with the purpose of owning, operating and administering a public transportation system serving the area between the Richmond/El Sobrante border to the west and the Al Zampa Memorial bridge to the east.
- Board and Committees
WCCTA is governed by a 7-member Board of Directors and supported by professional staff. The two cities of Pinole and Hercules are each represented by two members, while the unincorporated communities of Crockett, Rodeo, and MonTaraBay each have one representative, appointed by the Contra Costa Board of Supervisors.
In addition to the Board of Directors, WCCTA also has the Finance & Administration, Legislative and Marketing committees. Also agendas/notices for the various WCCTA's board committee meetings will be posted on the Agenda page.

- Government Affairs
Each year WCCTA's Chair of the Board of Directors appoints (3) three regular members and one alternate to the agency's Legislative Advocacy Committee (the committee is made up of regular Board Members and/or Alternate Board Members). The committee tracks relevant legislation and issues at the state and federal levels and keeps a record of its relevant positions on each bill or issue.

WCCTA will place current bid opportunities and other information regarding procurement matters on our Procurement page. As they are released WCCTA will also place relevant Request for Proposals on this site.
- Short Range Transit Plan
The purpose of the WestCAT SRTP and Strategic Plan is to establish an overall vision and mission for Wheels, and develop a series of goals and strategies to guide the future development of WestCAT’s services, programs and organization.

Governance
WestCAT is governed by a seven-member Board of Directors.
